SALEM โ€” Eight days separated Salem Police’s two most serious arrests of late August, one an aggravated assault case that also included charges of endangering a child, the other tied to a burglary. However, the rest of the Salem Police Department’s activity for the back half of the month ran mellower, headlined less by violence than by paperwork: two men picked up on outstanding warrants, one drug possession charge, and a single Aug. 25 afternoon that alone produced four summonses for unlicensed dogs. In all, the department’s media police activity summary lists 11 entries between Aug. 16 and Aug. 31, 2026.

Everyone named below is presumed innocent unless and until proven guilty in a court of law. Wanda Pender, 68, Salem โ€” Issued a summons at 2:31 p.m. Aug. 25 for having an unlicensed dog.

Robert Saul, 60, Salem โ€” Issued a summons at 5:19 p.m. Aug. 25 for having an unlicensed dog.

Brandon J. Palmer, 38, Salem โ€” Issued a summons at 9:44 p.m. Aug. 26 on a defiant trespassing charge.

Chad N. Miller, 38, Salem โ€” Arrested at 3:20 a.m. Aug. 28 on an outstanding local warrant.

Dondi V. Cabbell Jr., 40, Salem โ€” Arrested at 9:55 a.m. Aug. 31 on outstanding local warrants.

Darius M. Wilson, 40 โ€” Issued a summons at 3:01 p.m. Aug. 31 on a charge of improper conduct under the city’s peace and good order ordinance.

Clarence Carter, 63, Salem โ€” Arrested at 3:29 p.m. Aug. 31 and charged with possession of a controlled dangerous substance.
